Service Overview

Issuing cards requires you to choose a preferred vendor for the physical card production, a Card Personalisation Bureau. Through the Card Order service with Nets you have access to multiple Card Personalisation Bureaus, giving you the flexibility and freedom to choose your preferred option and decreasing your dependency on a single vendor.

The Card Order service starts with receiving the order, containing basic cardholder and card data information (e.g. customer’s name and card number). Nets then generates the chip EMV payment application data and card security values to the associated card order. The Card order is forwarded to your chosen Card Personalisation Bureau, who will then send the card to your customer.

Cardholders expect to access their PIN (Personal Identification Number) when they cannot recall either the PIN they have received or the PIN they have created themselves. As the issuer you need to provide the PIN in a secure way and with a user friendly customer experience.

The PIN, being an encrypted value means that none other than the cardholder may know what the PIN is. Securing the PIN is above all, the most important quality of Nets PIN Handling service.

Nets PIN Handling consists of the following services:

• Generation of PIN code - randomly generated or cardholder determined.
• Preparation of PIN distribution - sending the file to a PIN printing bureau.
• Send PIN by mail to the cardholder in accordance with card organisation regulations - e.g. PCI PIN Security Requirements.
• Both digital and physical PIN Distribution.
• Secure and encrypted PIN storage.

​Nets Authorisation Gateway allows you to significantly improve and simplify your operational environment. 

With this service, you receive all traffic from Card Scheme(s) and bilateral networks through Nets in a standard authorisation format. Nets operate and maintain the interface between you and the global schemes (American Express, MasterCard, Visa etc), and secure daily operation and compliance including the update of systems when new PCI and Scheme requirements and regulations are released, in order to keep your card issuing compliant. The Authorisation Gateway service includes core switching, format translation and re-encrypting of PIN Block.

​With Nets Technical Authorisation service you can be sure that the daily operation of authorisations are taken care of in a stable and secure environment with an optimised customer experience at all times. Also allowing you to minimise your processing work-load of the verification of sufficient funding to the connected account.

This service delivers Technical validation of data elements related to authenticating a cardholder (PIN validation), a card (PAN/CVC/CVV/EMV/CVV2/CVC2) and genuine transaction data (e.g. CAVV, AAV in 3D-Secure and EMV validation). In the case of validation failure, Nets will react on your behalf and decline the transaction, or forward the validation result allowing you to decide. You will be able to see the verification results online or you can choose to receive push notifications, available on top of the core Authorisation Gateway service.

Significantly improve and simplify your operational environment with Nets Clearing Gateway service.

Parallel to the Authorisation Gateway service Nets provides a Clearing Gateway between you and the relevant card schemes (American Express, MasterCard, Visa etc). In order to keep your card issuing compliant Nets will operate and maintain the interface between you and the schemes and secure daily operational compliance, including the update of systems when new PCI scheme requirements and regulations are released.

The Clearing Gateway service also includes core switching and format translation, as well as receipt and registration of clearing files from the different card schemes. Nets also ensures that the transactions received are as anticipated and that any errors are resolved.

​Nets delivery of EMV-Scripting means that you do not need to develop your own solution and can benefit from reduced costs due to a lower need for re-issuance.

On your behalf Nets generates EMV scripts and sends authorisation responses to update the information on the card's EMV Chip. A standard service is the Card Block script, which allows you to destroy the chip without having the card at hand, thereby preventing fraud in both online and offline situations.

The Nets Authorisation Service supports standard EMV scripting, which gives you the ability to dynamically update EMV parameters on a card while in circulation. Updates on EMV-parameters would otherwise only be possible by re-issuing the card. Re-issuance means to replace the card with a new card on the same PAN-number, holding the necessary updated EMV-chip data.

​Nets Stand-In-Processing (STIP) authorization service minimises response times and ensures the authorisation does not time out, therefore allowing a successful transaction and a satisfied customer. The STIP service is important to prevent your customer from experiencing down-time and inconvenient situations where they cannot use the card as intended.

The STIP service allows our Nets authorisation system to answer on your behalf, if your own system experiences down-time. Routing will go back to normal instantly after we register that your system operates as normal again. There are three basic STIP-service options:

• In-Flight STIP - is automatically and instantly switched on when Nets authorisation system detects that the bank system is not responding to authorisation requests in time.
• Temporary STIP - can be applied for a period of time if you run system maintenance.
• Permanent STIP - complete outsourcing of the authorisation.

The specific STIP-rules are set up in agreement between you and Nets. This could be, among other things, the choice of maximum spend amount when funding verification is not possible, or it could be to integrate a list of blacklisted cards.

Nets 3D-Secure solution gives you a lower exposure to fraud and reduced costs from chargebacks and disputes. We are also compliant to all Scheme Rules and EU Authentication Rules.

As an issuer you have to consider the customers' need for an effective online check-out, and at the same time minimize your loss due to fraudulent activity and card misuse. Nets 3D-Secure is a comprehensive cardholder verification solution widely applied in online check-outs, covering all card schemes. The service includes user friendly enrollment of cards, securing correct setup towards any card scheme. Nets 3D-Secure supports a variation of authentication methods, such as One Time Password (OTP) by SMS, Tupas, BankID, NemID etc, supporting the preference of the customer.

In addition to the standard solution you may also select a 3D-Secure Risk-Based Authentication service for a more effective web-shop check-out.  The customization of this service allows consumers to not be dependent on a strong authentication method, such as receiving and entering a One Time Password

Nets Gambling Control secures that you adhere to national and international gambling regulation, in addition to reducing losses due to cardholder misuse, e.g. from gambling addiction.

The Gambling Control service allows Nets, on your behalf, to verify if a card is allowed for gambling or not. National regulations will always overrule international card scheme regulations in this area. The rules can be adapted according to card type, card usage situation (physical or online), merchant category and geographical location by country. This is also configurable down to the card product level, meaning that you may differentiate among your customer segments and their available card products.

An example of gambling regulation applicable for Norwegian issuers (debit/credit):

• In case of debit cards, both the cardholder and card must be present if the gambling transaction is not performed in Norway. If it is online gambling the merchant must be an approved Norwegian gambling merchant.
• A credit card is not allowed for gambling transactions, and the authorisation system must reject authorisation message requests from credit cards including a gambling MCC.

Nets CardControl enables new issuer functionality by providing a set of user-friendly and customizable settings you can communicate to your customers. Your cardholders will be enabled to pre-set blocking rules on transactions based on type and situation. For example, transactions from specific countries, regions, ATM’s and E-commerce websites etc.

This self-service solution allows the cardholder to take better responsibility and improve awareness of their own card use and security, thereby promoting behaviour that can reduce fraud and misuse.

As an issuer you can determine what cards are enabled for the block settings and where your customers will access control of the settings, thereby enabling an optimal user experience and making it unique to your customer offering. The CardControl functionality is highly relevant to the mobile based and self-serviced banking environment.

Notification Services include data related to your card and accounts from sources available to Nets. It gives you easy access to event-driven data upon which you can develop any external or internal data-driven service, decoupled from legacy complexity.

The Authorisation notification events are based on authorisations processed by Nets. To support the Cross-border Payments Regulation Nets performs the calculation of your total currency conversion charges as a percentage mark-up over the latest available euro foreign exchange reference rates issued by the European Central Bank.

The outsourcing of this service to Nets ensures compliance, reduces complexity and the need to develop your own event-based triggers.

​Processing card transactions at a lower cost is a continuous objective as a card issuer. You may reduce fees by taking advantage of Nets Interchange Network (NIN), and thereby process directly (bilaterally) with the acquirer.

The Nets NIN-service encompasses the following Card Processing services processed bilaterally:

• Technical Authorisation: Authorisations are routed bilaterally between you and the acquirer.
• Clearing: Clearing transactions are routed bilaterally between you and the acquirer.
• Dispute: Disputes are processed in accordance with international scheme rules, national rules and bilaterally agreed rules.
• Interchange Fee: Receive the same Interchange Fee independent of the transaction being routed bilaterally or through the card scheme. The scheme Interchange Fee is mirrored in NIN. You may also establish agreements directly with the acquirer to accommodate certain business considerations.
• Statistics and reporting: Get access to reports and data tools for own analysis - for transactions, income and expenditures – all processed through NIN.
• Reconciliation: Receive clearing reports which state the total net settlement amount for bilateral transactions.
• Settlement: Settlement is processed through Nets settlement account (for both MasterCard and Visa).

Nets offers an effective, reliable and accurate reconciliation service.

When you settle your customers' card usage with card scheme(s), it requires that you know the numbers are correct. The Nets reconciliation service offers daily financial reconciliation of inbound and outbound clearing. All settlement positions to be deducted from your settlement account are aggregated, and it is verified that the amount equals the amount in the settlement reports and clearing file. In case of discrepancies Nets will correct and report to you.

For delivery of the reconciliation service Nets require access to the clearing data.

​On a daily basis card schemes transfer funds between acquirers and issuers. On your behalf Nets may execute the daily settlement with card schemes through your settlement account.

Nets can also execute settlement of the card scheme costs and revenues on your behalf. If the net settlement amount is positive, the amount will be transferred to your settlement account, and if negative the net settlement amount will be invoiced. In addition, Nets can also settle finalised dispute cases for you. This service can be executed on a transactional level or on an aggregated level.

With Nets, you can ensure that you are always card scheme compliant, allowing you to focus on your core business activities.

You may choose one of three level-based options to stay well informed and up-to-date on requirements for card scheme compliance. Select the option best fit for your needs and your available resources. Nets support your specific need to understand this comprehensive and complex information.

• Generic: On a regular basis, Nets analyse card scheme releases/business announcements and send updates from card schemes generally relevant for Issuers.
• Specific: On a regular basis, Nets analyse card scheme releases/business announcements and send updates specifically relevant for you.
• Interactive: Nets facilitate regular meetings during the year with regards to card scheme compliance. We present an analysis that includes an interpretation of the updates, with a recommendation of actions you need to make, and a description of Nets plan to ensure compliance for each requirement. The main objective for these meetings is to ensure that both you and Nets are aligned on the impact and the needed actions for each requirement. The analysis is sent in good time before the meetings.

Overall, Nets secures that all systems and interfaces are maintained in accordance with the current scheme compliance updates.

​Owning a card scheme license requires a significant investment in resources managing the scheme requirements and compliance stemming from the role and liability as a licensee. For many issuers the preferable option is to apply for an Associate License under an existing Nets Principal License where we manage the administration of the license for you and are the liable party towards the card scheme.

The benefit of being an associate licensee with Nets, besides not investing in internal resources, is that you take part in the collective of associate members under the Nets Principal License. Therefore you will benefit from any scheme processing fee reductions, typically translated into lower unit prices for applicable fees. These come from taking part in a larger card transaction volume than you could produce on your own.

As an Associate member under a Nets Principal License, you also gain access to issue all card products for the relevant Card Schemes in all of Europe.

​If you already are a card scheme Principal License owner, or have decided that owning your own Principal License is the best option for you, Nets can provide you with all the services needed for you to effectively and successfully manage the license.  As the Licensee you are liable for handling scheme compliance and other business requirements coming from the scheme. If you allow Nets to help you manage the license you will receive full service delivery for you to effectively manage the license ownership.

The key responsibility for Principal Licensees is to manage card scheme compliance. Nets Compliance Specialists will provide you with specific and timely information, also including recommendations for you to handle new scheme regulations and demands.

Another responsibility for Principal Licensees is card scheme reporting, for example the Quarterly MasterCard Report and the Visa Quarterly Operating Certificate. Nets will create mandatory reports for Principal Licensee holders. This includes reporting of issued cards per type, the monetary value and number of card transactions. These will all be sorted for you into transaction types including POS, ATM, E-COM, MOTO etc. Further reporting focus is 'on-us' and 'not-on-us' transactions, fraud transactions and dispute cases.

As License owner you are also required to report to the Authorities, which may include the National bank, and the National statistics bureau and also including ECB-reporting. Nets will create all the reporting on your behalf.

​Most issuers do not offer a 24/7 customer service due to the resources and associated costs involved. The customers will however occasionally need to block their card without access to their net bank or mobile bank. Nets therefore offers a call centre service made available for your customers and employees. This service can be delivered 24 hours a day, 365 days a year.

When your own customer call centre is not open, the phone call is automatically routed to Nets call centre. Nets ensures that the lost/stolen cards are blocked instantly upon request.

A dedicated telephone number may be set up on your behalf. Enabling Nets to reply to incoming calls from your customers with the desired welcome message in the local language. This service ensures that card blocking information is synchronised between your chosen CMS (Consumer Management System), Nets authorisation service and the card scheme.
